Gate-waiver log
Every gate waiver, in one place — the register every gate card's "Waiver record" line points at. Speed pressure bends the process visibly or not at all: a waiver here is time-boxed, named, and expires.

Rules
- Never waivable, never logged here: security-critical findings, rollback verification, domain sign-off — those are fixed, not waived.
- Security-relevant waivers are cross-recorded in the security exception register.
- Reviewed monthly by the Toolkit Guild; expired waivers re-block automatically.
